Welcome to the Wefugees Community and thank you for your question.

Under certain circumstances parents of a German child who live abroad (neither German nor from an EU-country) can apply for a family reunification visa and subsequently apply for a residence permit according to section 28 of the German Residence Act as soon as they arrived in Germany.

As far as I know, it is a requirement to have officially recognised the paternity/fatherhood and to have declared the shared custody for the child (in case you are not married to the mother of the child).
