the registration procedure was introduced as Ukrainians are allowed to come and stay without a visa for 90 days.During this time, they live here legally and don't have to apply for a residence permit. In order to provide the refugees with accommodation and financial support, on the other hand, it is necessary to know who is here. So this kind of low-threshold registration at arrival points was (preliminarily) implemented.
At the immigration office you apply for the residence permit - that kind of document which entitles you to live here legally when the first three months are over. It also includes your work permit. Some federal stats like Bavaria have already stopped this kind of two-step registration and delegated the whole procedure to the immigration offices.
