How to get a marriage licence?

hi
I do understand my friend has to give at least 28 days’ notice at a designated register office  in UK for marriage licence.
my question is
is he eligible to do that while his asylum application in process and he is waiting for a decision?

Dear @sherif, thank you for clearification of your question. Yes he can do that while his case is in process. But they can deny, depending on the facts and if they believe that it is not a "fake marriage". I hope this can help your friend. Best regards, Nilab
