hi
if someone dad his asylum refused in one Europe country and he went to apply for asylum  in another Europe country they will find his finger print and under Dublin regulation they will ask the first country to take him back.
so the second Europe country arrange time to depart the person to the first Europe country and in most cases the person doesn't attend  .and it say then they will ask the first  country to extend it to 18 months .
my questions is
1. the meaning of 18 months is that time to find this person then send him back?
2. after the 18 months if the person still in the second Europe country is he now free from Dublin  regulation and his asylum legally  deal with the second Europe country?

The scenario you outlined above is correct in accordance with the legal framework of the Dublin III convention.

If you get rejected due to Dublin III and the state that is responsible to process your asylum claim accepts to take you back, the deadline to transfer you is 6 months, respectively 12 months if you are hold in custody.

If you go into hiding (meaning: authorities don't have your current adress or they didn't find you when they came to deport you) the transder period extends to 18 months.

If you don't get deported within the time-frame (6, 12 or 18 months depending on the situation), the state that rejected you has to process your case instead.
