From my point of view it makes sense to ask a course guidance to help you to find out which possibilities you have. Contact persons for this can be found in special job centers or in a university
Mostly you don't have to pay if you want to study in Germany. But there are special schools or private universities that are not free. So first see what you want study and where you can do that. A course guidance will help you to find out.
