The planned changes in the naturalization law are, unfortunately, not implemented yet and the details are still discussed.
In the current law, at least one parent needs to have stayed (legally) in Germany for a minimum amount of 8 years and needs to hold a permanent residence permit (a "Niederlassungserlaubnis" for instance) at the time of the child's birth. This regulation is called "Geburtsortprinzip". Usually, the family is informed by the local registry office in case they meet the mentioned requirements.
