Am I entitled to receive Kindergeld since the first day we arrived in Germany or since issuing of residence permit?

My question is about the children money

I have two little children under 3yrs. We come Germany in Feb 2018 and get a positive dicision jan2019, so my question is when I want to register familiankasse should I ask for them to pay me from the the day I arrive or the day i recieve the positive dicision

And what is our right at this case
