If someone has a residence permit in Romania, which is part of the EU, the authorities will most probably ask you to go back to Romania as soon as you apply for asylum in Germany. If the Romanian authorities initially issued a visa, they will also stay responsible for the asylum procedure for a certain period (according to the so-called Dublin regulation).
I’m not familiar with the Romanian residence law and their types of residence permits. But depending on your qualifications and skills, you could also be interesting for the German labour market. Therefore, you may also want to check alternative possibilities for a stay in Germany instead of applying for asylum.
