With permanent EU residency from Italy, you can come to Germany without a visa in order to work. For all other purposes, such as learning German, you have to first apply for a visa from the German embassy. You do not have to work while studying German but you will have to show you or someone else is able to cover your living expenses.

There is no maximum age in Germany for adoption. Adults can also be adopted as children if there is a suitable age gap between them and the adoptive parents (at least 15 years age difference or so). Here is an article about the process:
