What language level is required by AufenthG §19d?

Question

I have the opportunity to apply for a residence permit through:

• §104c
• §19d

I like §19d better because it gives me the opportunity to apply for a Blue Card afterwards which in turn would accelerate the process to apply for a permanent residence permit.

But I’m confused on the German language proficiency required by §19d. 

AufenthG §19d (1) 3:

has sufficient knowledge of the German language

What is “sufficient knowledge” in terms of CEFR?

According to various sources (as the website of the Refugee Council in Lower Saxony here), you may prove a German language B1-level for a residence permit according to section 19d of the German Residence Act.
