Can my friend seek asylum again in France after being in Italy?

a friend of mine has landed in italy and he was holder of humanitarian document, now humanitarian document is no more in italy, weather they collect from your hand or convert it to permit of work with working  contract,so he want to go seek asylum again in france, is it possible for him

Unfortunately, your friend will most likely be returned to Italy, as France would recognize Italy as the responsible country for his case due to Dublin III Regulations.
