Can I have a second asylum procedure in another EU country after leaving Europe for 90 days?

I have been rejected as asylum in Sweden and I wanted to apply again in another Europe country.
my question is to avoid Dublin regulation to send me back to Sweden some one told me if I leave Europe for 90 days and back again I have the right to apply again for asylum second time .
is that true or wrong
