Whether your academic records will be recognized or not will be judged by the university of your choice, at which you want to continue your studies. Usually the equivalence of the German and foreign curricula is taken into account, as well as the number of semesters completed so far and even the kind of university entrance qualification might be relevant.

The details have to be clarified with your university then. The application deadline for foreign students in Germany is 15th of July and 15th of January every year. As a rule, a C1 command of German is required, if you want to study in German. There are also programmes in English, mostly at the MA level.
