If someone has a permit to stay in other eu country...  And then came to Germany and re-ask for asylum there... Does Germany have a time line to give him a negative answer.... Or he could wait for years without any answer from the BAMF... Cause I been waiting since 15 months now....

Welcome to our community and thank you for your question.

It can happen that it takes a long time for BAMF to decide on your case. However, you can file an action for failure to act ("Untätigkeitsklage") which forces them to process your case. Keep in mind that you will most likely receive a negative result because you already hold a residence permit for another European country.
